iCE40HX4K for Novena (Rev. 2)

This provides an iCE40 FPGA as an add-on for the Novena laptop, so that you can use the FPGA peripheral port (and the GPBB etc.) with the icestorm open-source FPGA development system, instead of needing ISE on an x86 desktop. The board plugs directly into the Novena, and has the same connector as the novena on the top surface, so the GPBB, romulator, and other similar boards can be plugged directly on top.
